How do I do the temporary file clean up on my computer?

I go through internet options daily and clean it out but I was told there is another way going through "start" then "programs" maybe? Can you help?

How do I restore a registry key that was deleted??

I am unable to open my internet options under tools and in the control panel, so I was wondering if I could restore the registry? and how would I do it?? Please Help!
