Check the Event Log for error messages.
Run eventvwr
Freezing when shutting down is usually a driver problem. Have you loaded some new hardware recently?
You could try a System Restore to a time before the problems began.
Starting over is good. Nice clean and FAST machine again. But it is time consuming to do.
Most computers come with a recovery CD. This will restore to factory settings.
I would go to add/remove programs and get rid of all the unnecessary garbage that’s collected over time and see if that helps first.
Run a defrag after.
