I have a new dell laptop and it wont start. Ive had it for about a month and the first time i shut it off (a few days after i got it) it wouldnt start because of some new software or update thing, but The other night my dad shut it off for me and now it wont turn back on. I can turn it on and it asks if i want to start it normally, or on 3 different safe modes…i tried all and when it starts up all you see is a black screen with the pointer (and the pointer moves so its not frozen). Ive also been able to do diagnostic tests on it and everytime i do it, it comes back completely positive and there is nothing wrong with it but i turn it on and it goes to the black screen with the pointer…i dont know what to do about it but its been like this for almost 48 hours! HELP!!!!!!!!!!!

i think your system has some errors. you had better reinstall your system.
re install windows
It sound like you need to re-install Windows…. I however, would recommend that since is only a month old that you send it in for warranty work just to make sure there is no hardware issues… Contact Dell and send it in/have one of there techs come out and look at it…. If you find that re-installing Windows does not fix the issue it is a possibility that Dell will say that you have voided your warranty so contacting Dell would be my first step….
